I live in PR, and as a transplant, have noticed something odd. All of the natives walk around in pants, long sleeved shirts, and a hat or sombrero depending on age. All of the construction workers wear caps with little cloth attachments that cover their necks. All of the tourists walk around in shorts, sandals, and wife beaters or tank tops.
It may seem counterintuitive to wear alot of clothes when its hot out, but thats the natural way to do it. And while conventional wisdom is that "white reflects light, black absorbs it" you'd be better off wearing dark colored clothing. Light goes through white clothing much more than dark clothing.

I agree, more clothes is best. I'm outside all day, so getting tan ain't a big deal. The guys and girls from Mexico cover up during the summer. The hotter it gets, the more they cover up.
