While I'm all for vitamin D, I would also tell those to be wary about how much sun they get. Coming from Miami (and with a bad family history with skin cancer), I know you have to be very careful with the sun as it can also damage your skin, or worse give you melanoma.
An interesting fact to keep in mind is that 50% of the sun rays still penetrate the clouds when its grey out.
I'm mentioning this because the second source you posted recommends getting as much sun as possible, including sun beds, which isn't the best idea. I know he warns about sun burns, but its best to stay extra cautious and avoid sun beds altogether.
